DOSH or JKKP Machinery Design Approval (Unfired Pressure Vessels (UPV), Hoisting Machines & Steam Boiler)

Department Of Occupational Safety & Health (DOSH)/Jabatan Keselamatan & Kesihatan (JKKP) is the Malaysian government agency responsible for administering, managing, and enforcing legislation related to occupational safety and health (OSH) in this country with the vision to cultivate OSH culture in every workplace and to make every job and task safe and healthy for the worker.

1. Design approval of Mechanical Equipment from DOSH prior sale/installation at site

MESH houses an engineering team to review, advise and submit for Design Approval for any components that are imported or manufactured in Malaysia which falls under the following categories

  • Design approval of Unfired Pressure Vessel (UPV)
    • Under the Factories and Machinery Act 1967, each unfired pressure vessel must have a valid certificate of fitness (CF) before it can be operated. For this purpose, approval for the design of the unfired pressure vessel has to be obtained in advance from the Department of Occupational Safety and Health (DOSH) before it fabricated, installed or used.
    • Examples of Unfired Pressure Vessel (UPV)
      • ​Air Container such as Air Receiver Vessels
      • Steriliser
      • Liquid Petroleum Gas (LPG) Storage Tanks
      • Heat Exchanger (Intercoolers, Oil Coolers, any Shell & Tube Heat Exchanger)
      • Pressure Vessels
    • FMA 1967 definition of UPV “any enclosed vessel under pressure greater than atmospheric pressure by any gas or mixture or combination of gases and includes any vessel under pressure of steam external to the steam boiler and any vessel which is under pressure of a liquid or gas or both, and any vessel subject internally to a pressure less than atmospheric pressure but does not include gas cylinders”
  • Design approval of Steam Boiler
    • Under the Factories and Machinery Act 1967, each steam boiler to be manufactured or brought into this country needs a valid certificate of fitness (CF) before it may be used. Therefore, approval of the steam boiler design needs to be obtained in advance from the Department of Occupational Safety and Health (DOSH) before it can be manufactured, installed or used.
    • Examples of steam boilers :
      • ​Water tube steam boiler
      • Fire tube steam boiler
      • Electric steam boiler
      • Waste heat recovery boiler
  • Design approval of hoisting machines
    • ​Any hoisting machine which is driven by electricity, diesel, pneumatic and other means for lifting, raising or lowering load except manual hoist and material handling equipment shall possess a valid Certificate of Fitness from DOSH.

2. Factory and Machinery requirements – MESH is able to advise the requirements of FMA 1967 and assist you in the submission on all requirements of the Act and its Regulations.

  • JKJ 101 – Notification of First Occupation of Factory
  • JKJ 105 – Notification in respect of permission to install machinery and issue the certificate of fitness in respect of steam boiler, unfired pressure vessel or hoisting machine not being a hoisting machine driven by manual power
  • JKJ 103 – Notification in respect of building operation and works of engineering (BOWEC)
  • JKJ 106 – Notification of first installation of machinery (other than machinery for which a certificate of fitness is required)
  • JKJ 102 – Notification in respect of taking over of factory
  • JKJ 127 – Hydrostatic Test of Unfired Pressure Vessel/Boiler Form
