MESH delivered full-cycle HSE consultancy for Solarpack’s Suria Sungai Petani (3SP) solar photovoltaic plant — a 90.88MWac facility built under Malaysia’s Large-Scale Solar 3 (LSS3) scheme — completing construction across a multi-contractor site with zero Lost Time Injuries (LTI).

Solarpack is a global renewable energy company that develops, builds, and operates large-scale solar projects. Its subsidiary, Solarpack Suria Sungai Petani (3SP), is an independent power producer with a 21-year power purchase agreement (PPA) with Tenaga Nasional Berhad (TNB), awarded under Malaysia’s LSS3 scheme. Under the agreement, the company is contracted to design, construct, own, operate, and maintain a 90.88MWac solar PV plant in Sungai Petani, Kuala Muda, Kedah.

The Challenge

Solar farm construction of this scale brings together multiple contractors and disciplines working concurrently on one site, which makes consistent safety standards harder to enforce than on a single-contractor build. Solarpack needed an HSE partner who could hold a uniform safety standard across every contractor on site for the full construction period, while also meeting a dual reporting requirement: day-to-day oversight on the ground in Kedah, and structured HSE performance reporting to Solarpack’s corporate headquarters in Spain.

The Solution

MESH deployed a team of DOSH-registered Safety & Health Officers (SHOs) and Safety Site Supervisors (SSSs) on site for the duration of construction, backed by MESH consultants and engineers who developed site procedures and safety strategy. The team was responsible for aligning safety performance across all contractors on the multi-disciplinary site, rather than managing each contractor’s safety programme in isolation.

To meet Solarpack’s reporting requirement, MESH established an HSE Performance Reporting system that gave Solarpack’s corporate team in Spain regular visibility into safety metrics and progress, alongside the on-site oversight in Malaysia.
