Overview

Managing Mental Health in Workplaces

PRisMA stands for Psychosocial Risk Assessment and Management at the Workplace. It is a structured framework introduced by DOSH Malaysia in 2024 to help employers identify, assess and manage workplace psychosocial risk factors that may affect employees’ mental health and wellbeing.

    1. ISO 45003:2021: Aligned with the international standard for psychological health and safety.
    2. OSHA 1994 (Section 18B): Psychosocial risk assessment is now a legal duty in Malaysia.
    3. Not a diagnostic tool: Assesses work design — does not diagnose individuals.

Psychosocial risks at work are a growing concern globally and a clear focus of Malaysia’s occupational safety and health framework.

In Malaysia, the picture is reinforced by law, under the latest Occupational Safety & Health Act, 1994. OSHA 1994, Section 18B call for employers to assess and control psychosocial risks, with fines of up to RM 500,000 for non-compliance.

When psychosocial risks are managed properly, the benefits extend across the whole organisation. Employees experience better wellbeing, morale and job satisfaction, which translates into higher productivity, stronger engagement, and reduced absenteeism, and reduced turnover. Over time, this builds a more inclusive, resilient workplace culture and improves audit readiness with DOSH. 

Appointing a DOSH-certified Psychosocial Trained Person (PTP) is how an employer turns a statutory duty into a properly run programme.

On behalf of the employer, the PTP plans and runs the full PRisMA cycle. This includes scoping the assessment by work unit, administering the LEO26 employee questionnaire and the EPC23 employer practice checklist, analysing the responses, and translating the data into clear, prioritised psychosocial risk levels. The PTP ensures the process is methodologically sound, confidential and aligned with the DOSH 2024 guidelines and ISO 45003:2021.

Action planning, advisory and ongoing support

Beyond the assessment, the PTP drafts the Psychosocial Risk Management Plan of Actions (PRiMA), recommends practical interventions across the seven control themes, and advises leadership on prioritisation and feasibility. They also support awareness training for managers and staff, maintain confidential records for audit and review, and lead the annual or change-driven reassessment so controls remain effective over time.
